Since 1989, Michael has been lobbying legislators, state agency officials, constitutional officers and municipal officials on behalf of a wide variety of clients. Clients have come to rely on his strategic counsel and advice as they move through the often-complex legislative and regulatory process. Michael has an outstanding reputation at the Capitol and state agencies. He has major responsibilities in representing clients before municipal chief elected officials. Michael coordinates team activities before the critically important Regulation Review Committee in response to the promulgation of state agency regulations. During his career, Michael has developed a reputation of achieving successful results for the clients he’s privileged to serve.

Prior to joining Guinan Associates’ team in 2002, Michael lobbied for thirteen years at a prominent Hartford lobbying firm, where he was the senior lobbyist responsible for managing the government relations’ team. Before making a career as a lobbyist, Michael was the 2nd Congressional District Campaign Coordinator for the successful 1986 campaign of then Governor William A. O’Neill. Following that campaign he was the Legislative Assistant for two different Speakers' of the Connecticut House.

Michael continues to be active politically, serving as an advisor on numerous statewide and local campaigns. He has served as a delegate to several state and congressional conventions. Locally, he served for 10 years as the leader of the Democratic Party in East Hampton. Michael brings nearly 20 years of political experience to the seasoned team at Guinan Associates.

Michael received a Bachelor of Arts degree in political science from the University of Connecticut in 1986. Michael married his wife Jacqueline in 1991 and they are the proud parents of Mackenzie and Macey.
