Mary Phil Guinan founded Guinan Associates in 1990 after over a decade in politics. She has extensive experience in developing and implementing successful strategies on behalf of the firm’s clients. Clients, legislators, regulators and members of the executive branch respect Mary Phil’s straightforward, honest, proactive style of lobbying.

Mary Phil has a history of providing leadership on all elements of lobbying activities. She has a reputation of quickly analyzing a situation and developing the necessary strategy to successfully solve the client’s problem. After decades in the political arena, Mary Phil has a network of contacts to take our client’s message to the leadership of the General Assembly, committee chairs, commissioners, the executive branch and the halls of municipal government.

Prior to founding Guinan Associates, Mary Phil was the Chief-of-Staff and Political Director to the Connecticut Speaker of the House from 1982 to 1989. She served as Hartford’s Democratic Town Committee Chair from 1988 to 1992, gaining the respect of municipal leaders around the state.

Mary Phil served as an adjunct Professor of Political Science at Central Connecticut State University where she taught courses in Political Organizing and in State and Local Government. Mary Phil was a faculty member and Board member at the Women’s Campaign School at Yale University and has acted as a consultant for many statewide and local campaigns.  Mary Phil has been recognized as a Fellow of the American Leadership Forum and a member of the Board of Corporators at St. Francis Hospital and Medical Center. She is currently a member of the Board of Trustees of the Leukemia and Lymphoma Association of Connecticut, where she serves as Connecticut's delegate to the national Board of Representatives.
